What we know about National Energy System Operator (NESO)

Launched on 1 October, the National Energy System Operator (NESO) functions as an independent, publicly owned organisation. NESO is tasked with planning the electricity and gas networks across Britain. It will also play a crucial role in our transition towards clean energy and the UK Government’s clean power mission.
The newly established National Energy System Operator (NESO) will facilitate the integration of new generation projects into the electricity grid, collaborating with Great British Energy to expand renewable energy, ensuring bill payers benefit from clean, secure, and domestically produced power.
This follows the government’s announcement on 13 September of a £630m agreement with National Grid to bring the Electricity System Operator into public ownership.

The new, publicly owned body will be chaired by former E.ON CEO Dr Paul Golby, with Fintan Slye acting as CEO.

Energy Secretary, Ed Miliband, said:

“Today marks a milestone for Britain’s energy system as we bring the system operator into public ownership to provide impartial, whole-system expertise on building a network that is fit for the future.

The new National Energy System Operator has a huge role to play in delivering our mission to make Britain a clean energy superpower.
We need to move Britain off expensive, insecure fossil fuel markets, and onto clean, cheap homegrown power that we control. This is how we reduce bills in the long term, strengthen our energy independence and support skilled jobs across the country.

This is another step forward by a government in a hurry to deliver for the British people.”

Why does Britain need a National Energy System Operator?

Highlighted and established within the Energy Act in Autumn 2023, NESO will be providing impartial advice to assist the UK being able to source long-term affordable and decarbonised energy supplies.

Until now, there has not been a single organisation responsible for managing the strategic planning and design of the UK’s electricity and gas networks. NESO is stepping in to address this need.

What role do NESO play?

NESO will act as an independent and impartial entity overseeing the coordination of the entire energy system. It will play a crucial role in evaluating the links between energy vectors and their influence on the overall system.

The organisation will support the UK Government’s plans to accelerate to net zero. They have already been tasked with providing advice on how the UK will achieve clean power by 2030.

NESO will adopt a cross-sector tactic when planning the UK’s energy system, prioritising the interests of the British public. It will consider electricity, gas, hydrogen, renewable energy, storage, and emerging technologies such as carbon capture and storage. As an independent body, NESO will chart the course for the UK’s future energy networks. They will support the Government and Ofgem in making well-informed new infrastructure decisions, accelerating grid connections, and advancing the UK’s net zero objectives.

What with NESO be delivering over the next few years?

The National Energy System Operator is expected to publish the following key items:

A Strategic Spatial Energy Plan

A synchronised approach for the UK’s onshore and offshore energy setup. This will help reduce grid connection waiting times and deliver economical energy generation. This strategic plan will provide advice on how to distribute new energy projects across Britain with a view to reducing costs associated with transporting power to homes and businesses. Ultimately, this will potentially reduce energy bills for consumers.

Future Energy Pathways report

This report will provide information and guidance on how the UK’s future energy supply and demand will be met. Measured and achieved by implementing changes to infrastructure, technology, innovation and consumer behaviour to coincide with net zero ambitions.

Centralised Strategic Network Plan

This strategy will create a comprehensive framework for the nation, identifying demand and the best sites for offshore and onshore transmission infrastructure to facilitate a decarbonised energy grid. NESO will also focus on local initiatives, with plans to roll out up to 13 regional energy system plans nationwide in the coming years. These efforts will collaborate with local authorities and energy distribution networks to better understand regional infrastructure requirements. This will lead to the creation of new skilled job opportunities across the UK.
